RTO Bangalore - Tips & Tricks ;)

Source: http://transport.karnataka.gov.in/index.php/faq/show (check at bottom details about NOC)

Hi
First of all .. this is not official blog of RTO Bangalore. The link to official site is http://rto.kar.nic.in/. This is my experience while I went to RTO Indiranagar (BDA Complex).

I went to RTO for paying road tax to my bike (Honda Unicorn 150cc) which is registered with RTO Gurgaon(Haryana) and they gave me one hell of a ride. So these are some things one should be prepared with.

This is the check list of what all you want to have when you go to RTO
1. Registration of bike.
2. Invoice of bike.
3. Insurance of bike.
4. Address proof (optional .. just in case)

What all you don't need to have.
1. NOC from the state.

Procedure :
1. Go to RTO office (BDA Indira Nagar) 2nd Floor.

2. Go to room number 8 Ask for counter where calculation of amount of tax would be done.
It is probably third counter on the left when you enter the room.

3. The guy will give you form 14 (http://rto.kar.nic.in/kmvt-14.pdf : Link not working). It's a small form in which you need to fill the basic details like name address registration number and insurance number.

4. Give the form to the person and he'll calculate the amount you need to pay and will write it on the form.

5. Go to the cashier (a window in same row) and deposit the amount through "cash" or "draft". She'll give you two receipts and a signed form.

6. Keep the blue one with you and give the green one to the person sitting in counter where you got the form.

7. You are done .. go home and enjoy your stay

Though as simple as it looks it can easily take two to three visits.
To save you from all the pain I will list down the traps which might cause potential delays.

1. The first and foremost. The guys sitting there are dumb and without listening much they'll ask for NOC and form 22B .. address proof and many things which will blow your brains.

Sol> Go to Mrs Sumalatha (ARTO), she sits in in next room, and tell her about it and she'll help you. To refer to rules visit this link  http://transport.karnataka.gov.in/index.php/faq/show here it is clearly mentioned In which case NOC is required.

Or, you can go to the agents who sit below the building and they charge extra 500 Rs and will do it for you.

2. If you vehicle is bought within 15 months of coming to Karnataka. They'll ask you to pay "Entry Tax" in commercial tax department.

This tax has only to be paid in case of "New Registration". You can argue on that too and after some time it will be settled.

I went to Commercial Tax department, which luckily was just one floor below, and the person sitting there told me about this rule.

3. If you want to pay tax after 2:30 pm or your amount exceeds Rs. 3000 they'll ask you for DD but after 3:00 most of the banks close their public dealing.

You better reach in office around 10:30 AM and if you are lucky you'll get the amount of tax within half n hour. If you are carrying cash with you, check at the counter if you can deposit or goto PNB (just outside the BDA complex) to get your DD done. The DD should be in name of "RTO Bangalore". PNB is a cool place though life is slow in it, guys there seem have very little work to do .. so you'll be done within 10-15 minutes.

4. How much tax to expect. The Road Tax in bangalore is sky high (**Calculation is based on data collected in 2008 and likely to change)
For my bike it was 93% of 10% of Invoice + 10% of Tax amount (cess)
Invoice amount was 60,200
Tax amount = 93% of (10% of 60,200) = 5655 (Approx)
Cess = 10 % of Tax Amount = 565 (Approx)
Total = 5655 + 565 = 6220

I derived the formula from the amount of tax i paid. But this may vary from vehicle to vehicle so keeping roughly 10% of your invoice is suggested.

5. How long can you stay in Bangalore without paying tax.
I haven't found it in writing anywhere but some people say that its six months, some say that it is 3 months and some claim 1 month. But in my first encounter with traffic police, they told me that it just one week. So please in case anyone gets any information do post it in this blog as a comment i'll add it.

Last but not least.. though i have mentioned everything specific to indiranagar RTO but it is better you go to RTO near to your place. They can hook you on this point. The rules are same everywhere.

-----------------------------------------------------------------------------------------------

Having all these things ready it took me around 1 hour to be done with everything. I went in @ 11 am and was looking at my receipt of tax @ 12:10 pm .. but that after two earlier visits and a mail of complaints.

Now my story:

Visit 1: I went there and asked for where to pay taxes. After going in and out a couple of rooms and asking around 10 people I reached in room no. 8. But I was asked to get my NOC and 3-4 forms. I came back .

I read on the rto website and and mailed a complaint mentioning what happened with me.
I mailed on june 23rd 2008. I received a phone call on 4th of july from JCT himself and he asked me to visit again the RTO as NOC is not required.

here is the mail chain.

Subject: Is NOC required for paying road tax
To: transcom@kar.nic.in

> Dear Sir/Madam

> I am willing to pay the road tax of Karnataka for my motorcycle. I got the details from website that NOC is not required for just payment of taxes but when I went to the office they refused to take the tax amount on the ground that they require NOC.
> The website mentions that NOC is required only in case one wants to take a new registration.

> Please tell me what should I do.

> Regards,

!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Visit 2: I reached around 3:00 PM and met Mrs Sumalatha. She took me to the same person and this time he did not ask for NOC. But he asked me to pay "Entry tax" as my bike was less than a year old. I went to the office of Commercial tax but they said it is only required in case of new registration. I went back to RTO. After listening to it he calculated my tax and asked me to pay at the cash counter. But I had cash and it was after 2:30 .. so I had to go back.

Visit 3: I was ready with everything and went to the cashier, but ,they had more surprises for me. Since the amount of tax I had to pay was more than 3K so I was asked for a DD. I went to PNB near by and got my DD done. After all this .. the guy was threatening me for "Audit" which will get me a couple of more rounds to office. But after i mentioned about the mail from JCT he cooled down. After that it took me only 10 minutes .. and I was done.

I am from core of my heart thankful to JCT V& P for helping me out. I was hopeless after my first visit that I would ever be able to pay taxes.

=======Update(July 21st 2015)=========
Refer to comments by Murali below for some  more updates on Road Tax.
=================================

=======Update(Feb 19th 2017)=========
The links to faq was updated. The FAQ still clearly mentions that NOC is not required unless you want to register your vehicle or change ownership.
Quote
NOC is not a requirement for payment of tax .
NOC is required to be produced:
  1.  When you want to obtain Karnataka Registration Mark
  2. When transfer of ownership is to be recorded in the certificate of Registration.

Unquote.

Based on recent experience by people it seems that RTOs are still demanding NOCs.
I hope people will protest and lodge complaints.

2. What is the procedure for re-registration?

The vehicles migrating from other States are required to obtain re-registration mark of Karnataka State within 12 months from the date of arrival into Karnataka State.

This i came to know from the RTO website mentioned in this blog page.

And the tax calculated is for life time or a period?

Hey.........Now days they r asking for NOC also (for Road Tax payment)
I went for paying the Road Tax for my Haryana Bullet, so upto 1 Lakh they consider 10 % Tax on Invoice above that they ask for 12% in Calculation.

Near to RTO office one shop is there by name of Bangalore Motors , Go there nd pay the amount and he will charge around 1000 Rs Extra, Your work will complete in 20 mins.

Much spending time will be to make a DD from Bank. AS DD Get redy Give to agent, Hardly In 20 mins, Work will complete...!!!.....

One more thing i want to share, 2nd Saturday of Every month...is Holiday for RTO Office..!!!

chanakya said...

@Unknown:
Rs 1000 may not be a big deal. But think of the culture you are promoting. Did you check the website if NOC is at all required ?
They have been asking for NOC for a long time and this is what the fight was for.
The Babus sitting in the office of RTO are nothing more than Agents of the Agents standing outside .. in hindi that would mean "Dalal ka Dalal"

I also went to Indiranagar RTO with full preparation in the determination that I will not pay any extra penny other than the tax.. but from the counter 10 itself problems started, He was shouting that without NOC he will not calculate the Road Tax for my vehicle....I tried a number of times explaining him the things...but nothing helped.. :( atlast i planned to leave in the intention to not pay the tax...mean while a guy called hashim approached me from inside the RTO and told that he can get it done in 750....i asked what is it for, then he said that 250 goes to the guy who sits in cash counter 10 and remaning for him ...so simple... I got all my things cleared in 10 mins without any NOC ...

Unknown said...

I was able to pay Road Tax without NOC.Only Invoice in required for calculation. So better take with you original Invoice copy.No Other Document is require other then that. But better carry all Documents.May be I was lucky.I paid at KR Puram RTO.Very fast and easy process.Just go to Tax Inspector on first floor with form 14 along with Invoice and he will do the rest.He will put the amount on the form.Make DD of amount in favour of "RTO Bangalore".Submit the DD along with form 14 and get receipt for payment.NO NOC is required.Nor we need agent nor we need to bribe any one.Just two rounds to RTO.

The bureaucracy in India is just un-effing real! Why is it that the higher-ups, who are IAS, IPS, etc., don't have the brains or the inclination to do a complete overhaul of this wacko system? Simplifying and rationalizing the rules, paperword and procedure would eliminate practically all the corruption and waste of people's time. It seems that they WANT to keep this wretched system in place.

chanakya said...

@Vishwa
The tax you pay is for lifetime and not specific period of time. If the rules have changed then why not update the website. Please send a mail as a formal complaint to JC RTO. The email address is in blog.
Do mention the name of person who is harassing you. Make sure he gets sacked.

chanakya said...

@Srikanth
I am not sure about cars. But it is likely to be the same. The reason I say so is wherever I read, nowhere mentions any specifics about 2 wheeler or 4 wheeler. There might be a difference between commercial and private vehicle. But I am not sure so do your research and if you think is helpful you can post it here. I will include it in blog.

Some people have written that they didn't need an NOC. I have my bike with the registration number of Chandigarh. I wish to take it to Bangalore. Do I really need to get the NOC or I can get the new registration number of bangalore without it?
Does anybody have the contact number of any agent which can help me get the reg. number without NOC ?

chanakya said...

@Rahul: If you are in chandigarh and plan to get registration in bangalore. It would be intelligent to get NOC from chandigarh before you leave.

In case you only plan to drive it temporarily without registration then only NOC is not required. Otherwise NOC is a must.

For a 2006 bike, is the tax calculated on current price of the vehicle or the price at the purchase of the vehicle?

chanakya said...

The price is the one on invoice. Not the current market price.

savin said...

Hi Chanakya, Thanks for your follow up on this blog even it is years old. I need your help to clarify the following. The FAQ says 'If the vehicle is purchased from outside state bearing other state registration mark then Transfer of ownership has to be intimated within 30 days before the Jurisdictional Regional Transport office.' AND 'The vehicles migrating from other States are required to obtain re-registration mark of Karnataka State within 12 months from the date of arrival into Karnataka State.'. What is the benefit of paying the tax alone, if you are planning to use the vehicle in Bangalore for more than an year ?

chanakya said...

In my case, when I moved out of Gurgaon, I did not know any details and hence did not get NOC. I had no one in Gurgaon who could have done it for me. This was the primary reason for not opting for re-registration and frankly I thought I am not going to stay for very long.
Another thing I want to mention before I answer your question is that you should stay for continuous 12 months for registration. You can always argue that you keep coming in and going out every 6 months and it is on them to prove otherwise. This is why mostly no one bothers asking for registration if you have tax paid receipt.

Now coming to your question. Frankly it makes no difference if you get registered or just pay tax. It is same steps and same amount of effort. If you have the NOC I would rather suggest you go for registration. Rest is your wish.

Dear All,

Thanks for the post & clarifying many things..

Can someone of you please confirm,
if after paying the road tax for the lifetime, do we need to get the KA registration done for vehicle within 11 months.
What if not done?

My vehicle is Haryana registration & there is no one back there to help in getting the NOC from vehicle purchased state.

RTO office guys also sucks as rules are not clear to them at all.

Thanks in advance!

chanakya said...

@Varun Kaushik
The sole reason I did not go for registration is no way I could get a NOC.
For the 11 month rule, it is true but in that case RTO has to prove that you were in KA for continuous 11 months which you can always argue out of. Anyways I was in Bangalore for 4.5 years with road tax paid and HR number. Never had a problem.

Murali said...

It's mid 2014 and Abhishek's comment still hold good. Here's how to pay Road tax for your non KA car in KR Puram RTO.
Documents needed (same as mentioned by Abhishek):
1)Filled Form 14
2)Original RC book
3)Insurance Certificate
4) Most important - Vehicle Invoice (if you do not have an invoice not to worry - tax will be calculated based on the present day cost of the vehicle or a similar vehicle (superintendent's discretion)
If you have all the 4 of the above then paying tax is a cakewalk. Here are the steps to be followed in KR Puram RTO:
1) Go straight to 3rd floor and enter the 1st room on the left
2) Give all the above 4 documents in original to the officer sitting in the cubicle on the right and mention 'Road Tax payment'
3) He will ask from how long is the vehicle here, the date you mention will be recorded in the final tax receipt you get
4) He will calculate the tax and write it down on the form 14
5) Go to KR Puram again and make a DD (for amounts > Rs 3K). There are no banks around
6) Come back to the RTO and walk straight into learners license room. Go left and you will see the cash counters
7) Give the form 14 and DD to the cashier. He will ask for Re.1 extra (so keep some coins with you)
8)He will give 2 receipts (red and blue)
9) Keep the red one with you and give the blue one along with photocopies of invoice, insurance and RC book to the same person on the 3rd floor
10) You are done! Cherish the satisfaction...

Murali said...

Forgot to mention about how tax is calculated.
1)Go to http://rto.kar.nic.in/
2)Select 'RTO services'
3)Select 'Fees Taxes and fine'
4)Click on 'Motor Vehicle Taxation Schedules Updated upto March 2014'
5) Locate the type of vehicle and the tax to be paid based on the age of the vehicle

eg. my Maruti 800 was purchased in 2001 for Rs. 216000 mentioned in the invoice. Tax calculation is as follows (Section A5 or page 12:
1)13% cost of the vehicle - Rs.28080
2)Since my vehicle fall under 'More than12Years but not more than13 Years' slab, I just need to pay 37% of the above amount which equals Rs.10389
3) Add 11% CESS to the above amount which equals (10389+1143)= Rs.11532

It is always good to do this calculation before you go to pay your tax as you will be alerted if the amount the person at the counter calculates is incorrect (after all he is also human)

Hope this helps! Thanks a ton once again to Abhishek for sharing his experience which I utilized to the fullest which made me responsible enough to share my recent experience in the above comment.

chanakya said...

@Tijo .. you have 2 ways
easy way : go to any agent pay 500 (or whatever he demands) and get things done

@Murali .. thanks for updated info .
I will refer it in my blog.

Murali said...

Yes, Abhishek, please update the process to be followed in KR Puram on your blog. We need more and more people to understand the process so they dont become 'bakras'.(I forgot to mention that Cash counters are on the ground floor of the building - please add it whenever you update it - Thanks). BTW I am on my next project - Closing 2 wheeler hypothecation in the RC book / card in Jayanagar RTO. Will update once I am done.

Hi thanks for sharing this informativ information. All I understood but I have only one doubt..should I consider only bike amount or should I consider after j.vat and registration tax.. for e.g my passion xpro bike rate is 45215+j.vat 6330+registration charge is 4995 so total amount comes 56541
So wt should i consider 45215 or 56541??

Murali said...

@Jogesh Tax is calculated on the ex-showroom price which does not include tax. So in your case the tax amount will be calculated on Rs. 45215

@Ashish You need an NOC only if you are planning to change the registration number from your previous state to KA. You can run your car in Karnataka by paying the stipulated road tax without any issues. The only thing is that it is a bit high but it is better than paying the entire tax amount without any depreciation + fine when you are caught..... and the satisfaction of showing the tax paper to cops when they are just about sure they got a 'bakra' is priceless :)

I read the news that many are worried to go to RTO offices to pay the tax. Here's my experience when I paid the tax for my Kerala registered car. I did it in KR puram RTO office - and anyone can do it as they don't require any address proof. I went to the office one morning and enquired what documents are required. I was asked to come with Original RC, Original invoice and insurance copy (together with xerox copies). I went the next day with these documents and they calculated the tax. The officer there was ready to fill in the form which was in Kannada for me. (tax was 13 percent and some 1.1 percent cess - I got 25 percent discount as my car was 4 years old). I then had to get a DD and give it in the payment counter. All done in a day.

I got a two wheeler from other state and I plan to ride at B'lore. Its two years old (approx) and has its own Regn. No. of its state. Able to submit tax in 2 visits:

1) First Visit 2PM Wednesday: Went to E-city RTO office and inquired about out-state vehicle tax submission from "cash counter" (As no was there is Help Desk). The guy sent me to room number 5. I repeated my requirement to the person sitting in room 5 and he redirected me to person sitting next to him. That person asked me for original invoice, RC, insurance and NOC. When I told that I just need to submit the tax then he pulled form 14 and furnished the for me referring RC. He calculated the tax and wrote in form 14. Then he passed filled form to first person I met in room 5 for verification. The person gave me verified form with exact amount to be submitted. This all took 10 mins. I walked out of office and got DD prepared on same day.
2) Second Visit Thursday 12 PM: I went to cash counter with form 14 along with draft. The lady collected form 14 and DD and gave me the receipts and returned the form 14 to me. Total took 5 mins. No extra money paid.

I am done !!!

I have my bike here in Bangalore from almost 3 years. I only have the NOC from my hometown RTO which is almost 3 years old.

What can be done now. My bike is 5 years old.

Unknown said...

@Devashu: I don't think a 3 year old NOC will help. For now you can pay the road tax (which doesn't require NOC). That will technically give you 12 months to get NOC from hometown and get it registered in Karnataka.
Then you can take your time to get a fresh NOC and apply for registration. Once you pay road tax, you will be legally allowed to drive in bangalore.

Unknown said...

One more thing. Don't tell the RTO that the bike has been in bangalore for 3 years.

To pay road tax for other state vehicle is not a herculean task. The main thing is that you have to carry all the necessary original documents with you .
1. R.C book 2. Tax paid document in your state. 3 insurance up to date. 4. Emission tested docs.5. Original invoice of you vehicle is a must as the tax calculation of road tax in depended on it. (NO NEED FOR "NOC" IF U ARE PAYING ROAD TAX ONLY . NOC IS MEANT FOR CHANGING REGISTRATION OF YOUR VEHICLE TO KARNATAKA)
Take xerox copies of all the above documents make it a file and submit to the Officer who is in charge (seated in the first cabin in 2nd floor RTO , office at K.R.Puram). He is kind enough to fill the concerned form which is in Kannada and with in a minute he will it back it you.
Run along and go to Battarahalli SBI - Rs.40/- charged by the auto -get a DD for the amount that the officer calculated and take the DD in favor of RTO, Banglore and the SBI staff are very fast enough as they deal with a number of RTO DDs and you will get it in less than 15 minutes.

With all the documents along with DD again go back to RTO 2nd floor same room give it to the data entry operator - sitting at the extreme left side of the office- and she will do the data entry and give the documents back.

Go to 1st floor pay the DD to the cash counter and they will give you the 2 copies of the receipt. Check your receipt for the name entered and vehcile number are correct - as error is human - and if you find it OK again go to 2nd floor hand it over to the officer sitting near to the data entry operator and he will give back the original receipt.

Business over and happy riding in Karnataka for life time.

Thumb Rules to remember:
1. Carry all docs in original and xerox.
2. No need for NOC
3. Tell the Officer -who calculates the road tax- that you want to pay road tax only.
4. Bear in mind the road tax will come approximately around 10% of your invoice even after all the depreciation.
5. Carry that much amount with you while in RTO office .

If you comply with all the above and if you are in the office by 10 a.m you will get everything done before 1 p.m. same day.
All the officers at RTO are very, very cooperative and I will give a 5 star rating to RTO offce K.R. Puram.

Thanks for the valubale suggestion in the blogs which clarifies lot of doubts. I still have two questions which are no where answered in the blog.

1. If I decide to get Karnataka Registeration number do I need to pay registeraton charges or the tax they are collecting is inclusive of that.

2. Once I take NOC from my home state however does not claim tax refund from them will I loose registeration alloted to me from home state.

chanakya said...

for 1. As far as I know road tax includes road tax only. But you still should confirm.

for 2. Again I am not sure but your vehicle can be registered in one state only. So you lose registration in your home state only when you register in new state.

Thanks for such a detailed article. I followed the steps and could pay the road tax in Electronic City RTO in an hour time without paying any bribe. Guys here are very helpful as well.

I paid road tax for "Splendor pro 2012 Model" from Bhopal(Mp).

Document required:

1. NOC not required if you dont want to change the number of your bike. i did not do that.
2. Valid Insurance copy.
3. Pollution certificate (You will get in rs 50 from any petrol pump which have pollution check center). I got from btm water tank petrol pump .
4. Registration card of your bike.
5. Original invoice copy.

Simple you go to near RTO with xerox of all above document (ie 2,3,4,5). they will calulate road tax and give one paper to make check report. You just ask to "May i help you counter ".Go to check report cabin with cash or DD . Pay the money you will get one recipt thats it.

Hello Ramamohan,
The tax calculation is done based on 13% of invoice value - depreciation based on the age of car.

If you plan to get vehicle re-registered then only you will need to show NOC. If you only wish to pay the tax as of now. You just need to ask for form 14 from helpdesk, fill that and go to the person who will calculate the tax. Once is writes the amount go to nearby Bank and get the DD of that amount of tax is more than 3000.

Today I visited Electronic City Office and below are the procedure I followed.

1. Went to help desk got form 14, it is small form.
2. Went to room number 5 he calculated the tax which came for spark car as 31705 Rs. (5-6 years old )
3. Got the DD from bank and went to cash counter submitted the DD got the two receipt.

Note. There are few things which I found most of the people are no aware. I will list them below as because of those information I wasted lot of time.

1. If you are planning to re-register vehicle and just wish to pay the tax you donot need to go to any other counter to get entries apart from tax calculation counter and cash counter.
2. I saw people to 2-3 different rooms for getting entry and they spread the same information to me and I wasted an hour.
3. When I was getting different information from different people I went straight to A-RTO cabin and met his PRO who told me that if I just want to pay the tax I need to only deposit the DD at cash counter and need to retain both the receipt which the cashier gives.
4. In case in future I wish to get registration number I need to submit one of the receipt.
5. For tax calculation we only need to show invoice copy and RC of the vehicle.
6. In your case since your NOC is more one month old you may have to pay some penalty in case you want Karnataka registration number.
7. To be on the safer side I carried pollution certificate, Insurance copy, address proofs, ID proof, RC copy.
8. Most of the people in the forum has earlier mentioned to deposit one of the receipt slip u get from cashier. Please do not do that in case you just need to pay tax.

Your vehicle should fall between 3-4 years. You can refer to below link for tax calculation and depreciation you get on old vehicle.

http://rto.kar.nic.in/KMVTA%202010.pdf

It should be actually 89% of ( 13% of invoice value ) + cess tax.

I hope the information help lot of guys. I am benefited from this forum so I thought of adding my experience which will help lot of people.

Note. Even if your vehicle is in Karnataka for longer than 1 month, do not tell that to the person calculating the tax. Just ensure the pollution certificate you carry is withing one month of date in case he asks you. In my case he did not ask. In case the insurance copy has Bangalore address, you can tell him that since you are working here you gave communication address as Bangalore.

Guys Sorry for slight typo error in point number

1. If you are not planning to re-register vehicle and just wish to pay the tax you donot need to go to any other counter to get entries apart from tax calculation counter and cash counter.

Is this road tax refundable?

I have a Maruti A-Star (2012 Model). The invoice value is approx. 3,70,000. I guess the Road tax works out to be 42000 approx.

I am just thinking if i have to leave bangalore after 1-1.5 years then can i get refund on this tax?

Thanks for the inputs!

I do not have NOC from Kerala RTO. WIll my bike insurance be valid here for theft or accidents? I was asked to give the RTO office a declaration letter stating that "I will not ask for a refund of tax and will be responsible on my own and will not claim any insurance amount for theft or damage". Is this true? Will I have to provide an address proof as well?

Hai there

First of all thank you for this write up and sharing your experience. I need some clarifications if anyone can help , it will be great.
I was recently aware that other state vehicles are to pay tax here. And that too life time tax.
I will be here hardly for a year and I intend to keep my other state registeration. Noc won't be required in this case . Now us there any chance I can just pay tax for the period I'm here or I still have to pay life time tax ? It's a new bike. Also will the tax be refundable once you leave the state ? .please advise

@Raghu: You will have to pay life time tax unless you work in defence or defence research(DRDO). They are the only ones who get facility to pay year over year tax.
Though you once you move out of Karnataka, you can claim the tax back. I don't know the exact procedure. You should ask around and once you get the procedure you can put it in comments and I will update the blog with it.

Thank you for the write up . I'm here for under 8 months . I'm planning to use the other state vechile during my time here . I understand there is no requisite for noc. Am I able to pay road tax for my time here rather than life time tax ? will it be refundable once I leave. This has been a concern as I'm here only for very short period . Please advise. Thank you

I personally advise u if u r in Bangalore for short period then don't pay road tax better to pay fine if caught by traffic police because u wil have to pay life time tax even u intend to stay there for a while.

U can save lot of money from my advise.

Now i am moving back to Bangalore permanently , So do i need to pay any road tax in Bangalore again ? What other process i need to do ? Any idea how much charge all these cost me ?

Unknown said...

Hey Chanakya
couple of Basic questions,I have moved to Bangalore from Pune with my bike of MH registration number.
1)IF I pay the road tax for it, what would be its validity.
2)Is paying road tax of Karnataka sufficient to ride in Bangalore's road without any hassle or what is the duration for which I can ride the bike after paying the taxes and what if that duration is over, do I need to go for re-registering with new number of bike?

This system sucks ,government officials are dumb

Waste of my time

chanakya said...

@Salil Bagchi

Ans1. The validity of tax paid is lifetime unless you are in some department of defense. If in defense you can pay annual road tax.

Ans2. My bike has a HR registration and I drove my bike for 4.5 years in bangalore with road tax receipt and now my brother is driving the same bike for another 4 years. So my answer is you can drive your bike without a hassle with RTO receipt showing road tax paid. Officially you should have your bike registered within 11 months of residence in Karnataka. But the since you can move out and come back in every six months, it is job of police to prove that you have maintained the residency of Karnataka for at least 11 months to fine you. This is too big a hassle for them and they can actually find someone better to get a bribe from.
The only downside is that you are more likely to be stopped for a "random" check.

chanakya said...

@A San
It is not the system. It is the people who suck. Not just the official but also the general public who is too lazy to go an extra mile to do right thing. People happily spend time waiting in very very long queue in McDonald's in forum mall but find it a waste of time to actually go through official rule guide and take right steps.

chanakya said...

@Ashish Agrawal.
I know my response is too late to be of any use but here it is anyways.
Your situation is a little complicated so I would suggest to find someone with more experience . The rule of thumb is the road tax is for lifetime. Officially you should get a partial refund from RTO of the state you move out. Then when you re-enter pay again. But if you haven't asked for a refund then *my guess is* you don't have to.

Syed said...

Hi I recently shifted to Bangalore and got my NOC also from previous state . When I approached the RTO office yesterday to pay road tax. They insisted that I need to initiate re-registration if I have to pay road tax . Even though I tried convincing but could not walk through.

One more strange thing I heard was , I was told that as per new court order we can drive vehicle in other state for 1 year without paying road tax . But I could not find any such information when I tried to search in google . Is any one aware of such thing.

chanakya said...

Syed. If you think you are going to stay in KA long and you have all required documentation then even I would recommend to re-register. But the decision is yours and the counter point you can make to RTO is that your job might take you back to your previous state any time.
This gives you a cause to not re-register. Legally, you can stay in a state for 11 months without re-registering and only paying road tax.
I have not lived in KA for about 4 years now so have not been following the details of latest court orders. You might find more information in one of the comments above. People tend to share such information.

Today I went to KR Puram RTO for paying Road Tax. The calculation they did was

93% of (12% of Bike Price + VAT) + 11% cess,
where 93% is the value after considering depreciation of 10 months.

I am doubtful about the calculation and I guess they should NOT consider the VAT amount. So according to me the formula should be,

93% of (12% of Bike Price) + 11% cess.

Please confirm the correct formula

http://www.thehindu.com/news/cities/bangalore/Law-taxing-out-of-State-vehicles-unconstitutional-High-Court/article14149642.ece

In a huge relief to owners of non-Karnataka registered private vehicles, the Karnataka High Court on Thursday declared as “unconstitutional” the new law that compelled them to pay lifetime tax if they use such vehicles in Karnataka beyond 30 days.

Justice Anand Byrareddy delivered the verdict while allowing petitions filed by Jagadev Biradar of Pune in Maharashtra and others from neighbouring States, who questioned actions of the State transport authorities in impounding their vehicles and demanding payment of lifetime tax as per the new law enacted in 2014.

With this order, the non-Karnataka registered vehicles can be used in the State for 12 months without paying lifetime tax in Karnataka but such vehicles will have to be re-registered in Karnataka along with requisite lifetime tax if such vehicles are used beyond 12 months.

“The Explanation-2 to Section 3 of Karnataka Motor Vehicles Taxation Act, 1957 as inserted in KMVT (Amendment) Act, 2014 is unconstitutional and ultra vires,” the court declared, while also quashing the notices issued to the petitioners by the Regional Transport Offices asking them to pay lifetime tax on their vehicles registered outside Karnataka.
